In the United States, the regulatory environment for design and construction consists of building codes and standards that cover local, state, federal, land use and environmental regulations. These building codes are specifically developed with the view of regulating life-safety, health and public welfare. Once the building code is adopted, it becomes a law.

There are many methods for adopting building codes and many of them are internationally used and are quite similar to the ones used in the US. The international building code has taken a new meaning in the recent years with soaring energy prices as it also governs the energy efficiency of a building.

One method to show energy code compliance is the trade-off method for international building code. It is a more involved method and less restrictive than many methods found in the US and other countries. This method of compliance allows for limited building component trade-offs. The user is permitted to reduce energy efficiencies of certain building components as long as the efficiencies of other building components are increased to compensate for the reductions.

Earlier paper trade-off worksheets were used to manually demonstrate compliance using the trade-off method. However, now software packages are available that are very convenient with fill-in-the-box type online tools that have been developed to show compliance.
